Turkey is a growing country with its milestone projects and investments in different areas in order to develop rapidly. Besides many mega projects already completed and have been in the service of public such as Osmangazi Bridge, Yavuz Sultan Selim Bridge and Eurasia Tunnel, there are many other ongoing or about-to-start projects across Turkey. You can see 10 mega projects of Turkey below with their details.

What is PPP – Public-Private Partnership?

Public-private partnership (PPP) is a funding model for a public infrastructure project such as a new telecommunications system, airport or power plant. The public partner is represented by the government at a local, state and/or national level. The private partner can be a privately-owned business, public corporation or consortium of businesses with a specific area of expertise.

4 TRANSPORT PROJECTS

  1. ISTANBUL NEW AIRPORT / THIRD AIRPORT PPP

Istanbul New Airport or Third Airport is an international airport which is still under construction in Arnavutköy district on the European side of Istanbul. The airport will be the largest airport in the world, with a 150 million passenger annual capacity. It was planned due to lack of capacity in the existing airports of Istanbul. It will be the third international airport to be built in Istanbul after Istanbul Atatürk Airport and Sabiha Gökçen International Airport. Atatürk Airport will be closed down once the new airport is operational.  As of December 2016, 40% of the construction of the airport was completed. The construction started in 2014 and the first part will be ready to serve in February 2018. The total cost is around 10,2 billion dollars with all the access roads.

  1. ÇANAKKALE 1915 BRIDGE

The Çanakkale 1915 Bridge is a planned suspension bridge which will be located at the western end of Marmara Sea that is close to Çanakkale. Its total length will be 3.6 km so it will be one of the longest suspension bridge in the world. The bridge will span the Dardanelles waterway and the project looks likely to attract strong interest from several major international construction firms. The bridge will be built between Sütlüce and Gelibolu, around 200km from Istanbul and will form part of the Kınalı-Tekirdağ-Çanakkale-Balıkesir highway project.  The project will start in 2017 and expected to be finished in 2023. The design for the bridge was developed by Tekfen Holding. Along with the access roads, the total cost of the bridge will be around 10.5 billion dollars.

  1. GEBZE–IZMIR MOTORWAY PROJECT PPP

Gebze-Izmir Motorway, which is the largest ever infrastructure project in Turkey’s history, is under construction. The most striking feature of the project is the 3.3km Izmit Bay suspension bridge. The project will be approximately 6.5 billion dollars and it will connect Gebze (located just east of Istanbul) and the city of Izmir in the Aegean region of Turkey with a 377km six-lane (three lanes in each direction) motorway. The 421km road project (377km motorway and 44 km connecting roads) will be completed in seven years and involves the construction of a 3km suspension bridge, 30 viaducts (total 18.21km in length), four tunnels (total 7.4km in length) and 209 bridges. It is expected to be finished in 2018.

  1. THREE STOREY – THE BIG ISTANBUL TUNNEL PROJECT

The Big Istanbul Tunnel Project will be a connector between Asia and Europe which is 110 metres below the sea level and it will have 3 different storeys. It will allow both cars and metro to pass through and it will reduce the traffic jam in Istanbul. The length of the line is 31 kilometers; however, 6.5 kilometers of it will be under the sea as a three-storey tunnel. It will cost about 3.5 billion dollars. The construction has not started yet.

3 ENERGY PROJECTS

  1. TRANS ANATOLIAN NATURAL GAS PIPELINE PROJECT (TANAP)

The main aim of the TANAP Project is to carry natural gas produced from Azerbaijan’s Shah Deniz-2 gas field, and other areas of the Caspian Sea, mostly to Turkey, but also on to Europe. The TANAP Project, as well as the South Caucasus Pipeline (SCP) and the Trans-Adriatic Pipeline (TAP) shape the elements of the Southern Gas Corridor. 19km of the line will be running under the Sea of Marmara, the main pipeline within Turkey will reach a total of 1850km, along with off-take stations and aboveground installations, with their numbers and properties detailed below:

  • 7 compressor stations,
  • 4 measuring stations,
  • 11 pigging stations,
  • 49 block valve stations and
  • 2 off-take stations to supply Turkey’s national natural gas network

It will cost around 5-7 billion dollars and it is estimated to be completed in 2018.

  1. NUCLEAR POWER PLANTS

Akkuyu Nuclear Power Plant in Mersin will be a highly important energy resource for Turkey along with the second one planned in Sinop. Akkuyu is aimed to be finished as soon as possible of which construction works have been going on. It will approximately cost 20 billion dollars. In addition to Akkuyu, Sinop İnceburun Nuclear Power Plant will be constructed with Turkish – Japanese and French cooperation and it will also cost around 16 billion dollars.

  1. STAR REFINERY (GREENFIELD)

On 25 October 2011, the sod-cutting ceremony for SOCAR Turkey Aegean Refinery (“STAR”) was held in Petkim Peninsula with the participation of Azerbaijan President İlham Aliyev and Prime Minister Recep Tayyip Erdoğan. Having received Turkey’s first strategic investment incentive certificate, STAR Refinery is built on a land of 2400 decrees on Petkim Peninsula. Having the capability of processing various crude oil types including Ural, “Azeri Light’ and Kirkuk, STAR Refinery will have a total of 1.640.000 m3 storage capacity with 63 tanks. The refinery is built by an international consortium consisting of Spanish Técnicas Reunidas, Italian Saipem, South Korean GS Engineering and Japanese ITOCHU. Contracts with these four leading companies in the construction industry were signed on 20 May 2013. STAR is Turkey’s first private-sector founded refinery and has a total cost of $5.6bln. $3.29bln of the total cost will be covered by the Project financing loans whereas the remaining $2.4bln will come from the company capitals.

3 HEALTHCARE PROJECTS

  1. ANKARA BILKENT HEALTHCARE CAMPUS PPP

The Bilkent Integrated Healthcare Campus, with an indoor area of 1.3 million sq. meters, will be the largest hospital complex in Europe, and also the largest one built under a single contract in the world. At the campus, there will be the capacity for a total of 50,000 patients, 5,000 of whom will be in the emergency department. It will cost around 1.3 billion dollars. mega projects of turkey

  1. ANKARA ETLİK INTEGRATED HEALTHCARE CAMPUS PPP

The largest integrated hospital campus of the world, Ankara Etlik Integrated Healthcare Campus will be constructed over a 1,400,000 m² land. Consisting of several hospitals with a total enclosed area of 1,071,000 m² and bed capacity of 3,566, it is the largest implementation of the Public-Private Partnership in Turkey. The Project includes the main hospital, a rehabilitation hospital, a high-security psychiatric hospital, a local health authority building, hotels, shopping halls and commercial areas. The size of the project is around 1.2 billion dollars.

  1. ADANA INTEGRATED HEALTH CAMPUS PROJECT PPP

Adana Integrated Health Campus Project has been proposed by the Ministry of Health as part of the Public-Private Partnership projects to serve Adana, Hatay and Osmaniye provinces. The Project is located at the south of Turkey residing in Yüreğir District in Adana Province and covers an area of 318,504 m2. The Project comprises of an integrated health campus with a total capacity of 1,550 beds consisting of 3 hospitals. These are the 1,300-bed Main Hospital, 150-bed Physical Therapy and Rehabilitation Hospital and 100-bed High-Security Criminal Psychiatric Hospital. The Main Hospital consists of four patient tower blocks surrounding a common core. The project will cost around 0.7 billion dollars. mega projects of turkey

The Government has an extremely important role for the realization of the planned investments in addition to the privatization transactions and the financial support to be provided through the Turkish Wealth Fund. The Turkish Government has planned and initiated a set of infrastructure investments both as public investments and PPP projects of whose total value is expected to reach 325 billion dollars before the hundred year anniversary of the foundation of the Turkish Republic in 2023.
